Federal approval settled one question. The states keep asking another. DOXA brings an answer from outside the US: a licence built for prediction markets, not for gambling.
Polymarket is back in the US through a CFTC-regulated exchange. That should have been the end of the question. Instead, states are treating event contracts as unlicensed betting and taking it to court, one state at a time. Every new case costs time, legal spend and markets you cannot offer.
The real question in every one of these cases is the same: is this a financial product or a bet?
The question gets settled faster when other countries answer it first.
Every serious regulator that licenses prediction markets as their own category makes the gambling label harder to defend. The more jurisdictions say “this is a regulated market with its own rules”, the weaker the case that it is just betting under another name.
World's first
Dedicated prediction market regime, Gibraltar, in force since 13 July 2026
Its own regulations and its own licence. Contract approval, market integrity, surveillance, AML and sanctions rules written for prediction markets. A betting licence does not cover it: existing gambling operators must apply separately.
In-principle approval
DOXA, under the new regime
DOXA is among the first operators approved in principle under these regulations. Full authorisation expected in 2026.
A sovereign regulator has looked at prediction markets and written rules for them as a product of their own. That is the classification Polymarket argues for in every state dispute.
Not a theory in a brief: a live, licensed, supervised operator running KYC, surveillance and segregated client funds under that regime. Courts and regulators can see how it works in practice.
“Unregulated offshore gambling” stops being the easy story when the same product is licensed and supervised elsewhere under prediction market rules.
No foreign licence decides a US case. What it does is strengthen the argument you are already making, and put you on the side of the regulated standard as it forms.
Gibraltar authorisation under the Prediction Market Regulations 2026.
KYC, AML, surveillance and geo controls run by DOXA.
Polymarket and Kalshi in one terminal.
Merged markets, best execution, one account. Not a counterparty, no leverage.
Any real-world risk turned into a priced hedge.
Legs bought on the venue with the best terms.
Public API for AI agents, under hard limits.
Every agent order traced to one KYC'd customer.
Polymarket is blocked or restricted in 11 countries. Today those sessions end on a geoblock page — with DOXA they end in a filled order on your book, through a licensed operator.
The user hits your geoblock
“Continue with DOXA” hands them to a Gibraltar-licensed operator
DOXA onboards: KYC, local rules, local payments, support
The order executes on Polymarket. Where permitted, the volume and fees stay with you
Every licensed user is one more data point that the product works under regulation.
Prediction Market Regulations 2026. In-principle approval received. Full authorisation expected in 2026.
Regulated, supervised operator
Identity verification, sanctions and PEP screening. Default-deny geographic controls with verified residence plus IP and VPN checks.
No anonymous flow reaches your book
Client funds in segregated wallets, keys sharded, no single point of control. Blockchain screening of every deposit, Travel Rule on stablecoin transfers.
Funds and flow you can stand behind

Redirect your geoblock page to DOXA in markets you cannot serve today. DOXA onboards those users under its licence, their orders execute on your book. You keep the volume, the fees and the order flow. No revenue share.
Invest in or acquire DOXA. The licence, the regulated operation and the precedent become part of Polymarket: a working answer to “is this gambling?” that you own, and a base for the next jurisdictions.
